CAs will work with Adult and Dislocated Worker customers.  They will help to develop individual employment plans as well as job readiness skills which will enable the career seeker to secure and maintain gainful employment.  Additionally, CAs will also assess career seekers for occupational skills training as well as cohort-based training. They will work with the Account Managers and Trainer/Education Specialists to ensure that customers are attending training that will lead to employment.   • Assist the client with the development of an Individual Employment Plan (IEP) and job readiness support which addresses potential barriers to employment and how to overcome them.

WorkSource Montgomery, Inc. (WSM) is looking for a skilled Director of Finance who will have overall financial strategy, and management responsibility, including the development, review, and approval of all financial functions, including payroll, banking, general accounting, audit activities, program budgeting and financial reporting. The incumbent is responsible for directing the fiscal operations of WorkSource Montgomery and the Montgomery County Local Workforce Development Board (LWDB) in accordance with local, state, and federal laws and regulatory requirements.  The incumbent is expected to work closely with executive and program management teams to develop, monitor, and enforce adherence to regulatory and grant requirements, organization and program budgets, and performance standards.

The ideal candidate will have demonstrated to assist with the administering of procurements, contracts and leases on behalf of the corporation.

Responsibilities:

  • Maintain official book of accounts (accounting records) and all required corporate records. Ensure all revenue is billed and collected and all liabilities are recorded and liquidated.
  • Monitor WSM’s financial position and activity. Consult frequently with WSM ED to provide timely progress and status updates and analysis, resolve barriers, and ensure that operational priorities remain aligned with overall PGWC financial performance goals and regulatory requirements.
  • Provide guidance and support to Directors and management staff in developing and managing their budgets to increase their knowledge of the budget process, ensure compliance with budget guidelines, and meet performance objectives. Collaborate with directors and management staff to ensure adherence to their budgets while helping craft solutions to issues that arise and providing needed data that is correct, timely and decision-useful. Update the corporate budget and advise the WSM ED, WSM BOD and LWDB as necessary.
  • Responsible to inform and advise WSM ED, LWDB and WSM BOD regarding the financial health of WIOA initiatives and WSM, including prepare and present appropriate reports, financial and otherwise, to enable their governance of WSM. Reporting is not limited to standard financial reports but should tell the story behind the numbers to ensure WSM ED and WSM BOD members have a complete and correct understanding of WSM’s current operations and future outlook.
  • Represent and promote WSM and its programs in the county, region and nationally through speaking opportunities, membership on community and professional advisory boards and advocacy groups and acting as spokesperson for the organization.
  • Model the WSM core values at all times.
  • Participate actively as a member of the executive management team to set goals and develop new strategies, initiatives, support special projects and expand the scope and impact of the corporation in the community. Provide the team with financial thought leadership and fiscal and organizational consulting.
  • Ensure corporate assets are properly safeguarded by implementing appropriate internal controls including physical security and insurance coverage.
  • Develop and maintain relationships with external partners benefiting the corporation including bankers, auditors, insurance companies, vendors, consultants, grantors, regulatory agencies, board members and other stakeholders.
  • Assist WSM develop new funding streams and maintain existing funding streams.
  • Create a high-performing team through supervision and coaching. Ensure team is properly equipped with the appropriate tools and technology to be effective and efficient.
  • Ensure all tax filings are submitted timely and correctly including Corporate 990, payroll taxes, sales tax exemption, personal property tax, Simple IRA plan filing and charitable registration.
  • Prepare the annual budget, quarterly projections and long-term forecasts, in partnership with the WSM ED and working closely with executive and management teams. Present annual budgets to the WSM Corporate Board of Directors (WSM BOD) and LWDB for approval and report progress throughout the year.
  • Perform all other duties as assigned by WSM ED

Requirements:

  • BA/BS degree in accounting, finance or related field is required. CPA Preferred. Non-profit experience required.
  • CPA with knowledge of Non-Profit accounting and financial reporting, federal grant accounting, particularly grants associated with the Workforce Investment Act (WIA) and Workforce Innovation Opportunity Act (WIOA), and other workforce development program requirements strongly preferred. The ability to communicate complex financial data, compliance requirements, and strategies to improve financial performance to WSM BOD, LWDB, strategic partners, Directors, and managers. Ability to supervise a diverse workforce and work effectively with internal and external partners across multiple disciplines must be demonstrable. Ability to multi-task and work in a fast-paced environment while maintaining unfailing attention to detail is a critical success factor in this position. Ability to maintain the highly confidential nature of the work performed.
  • Minimum of 6 years of successful accounting and financial operations experience to include 3 years of management responsibility for multiple publicly or privately funded programs is required. Working knowledge of human resources, with emphasis on FLSA and related labor laws and wage and benefits administration is strongly desirable. Background in sourcing, vetting and implementing Accounting and HR/Payroll systems upgrades strongly preferred. In addition, 4 years of successful accounting and financial management experience of a complex non-profit entity receiving substantial federal and other public support may be substituted for degree attainment.
