Leonard Howie brings 36 years of leadership, labor, and training experiences to WorkSource Montgomery. Over the last 13 years, Leonard has led teams of professionals charged with providing workforce development, workplace safety, and financial security services to businesses and citizens throughout Maryland and the United States. In his recent positions at the U.S. Department of Labor, Leonard was a judge on the Administrative Review Board and served as the Director of the Office of Workers’ Compensation Programs. In 2012, Leonard was appointed by Maryland Governor Martin O’Malley as the Secretary of Labor, Licensing and Regulation after serving several years as the agency’s Deputy Secretary.

As a licensed Maryland attorney, he has investigated complaints of discrimination in public school systems and at post-secondary institutions as an enforcement attorney at the U.S. Department of Education’s Office for Civil Rights. During his time with Maryland’s Mediation and Conflict Resolution Office, he created tools used to assess the effectiveness of business, community, and court-based alternative dispute resolution programs.

While working for a D.C.-based research and consulting group, he helped public and private sector organizations design and implement ethics-based initiatives that addressed compliance weaknesses and improved stakeholder commitment and satisfaction. Leonard is also an experienced instructor, meeting facilitator, advocate, and researcher. He successfully combines performance evaluation methodologies with sound leadership principles to create and support workplace cultures that inspire sustained accountability, effectiveness, and professional development.

Leonard received a Bachelor of Arts in Economics from the University of Cincinnati and earned a Master’s in Business Administration and a Juris Doctor degree from Georgetown University following his service to the nation as a United States Marine Corps officer. In his spare time, Leonard enjoys participating in endurance sporting activities, especially road cycling, and he and his wife are avid patrons of live music events.
