Montgomery County Takes Bold Step to Support Displaced Federal Workers

New legislation creates a direct pathway to employment for those affected by federal layoffs

July 28, 2025

A major milestone for Montgomery County’s workforce was reached on July 24, 2025, as local leaders gathered for the official bill signing of Expedited Bill 10-25: Personnel and Human Resources – Hiring Displaced Federal Workers.

This newly signed legislation offers a critical lifeline to federal workers and contractors impacted by widespread layoffs. The bill establishes a hiring preference for displaced federal employees, paving the way for meaningful employment opportunities within Montgomery County government.

We are especially grateful to the bill’s sponsors — County Executive Marc Elrich and Council Vice President Will Jawando — as well as co-sponsors Council President Kate Stewart and Councilmembers Andrew Friedson, Kristin Mink, Laurie-Anne Sayles, and Marilyn Balcombe for championing this effort. Their leadership, along with the advocacy of federal employee unions and affected workers, was instrumental in driving this initiative forward.

The Montgomery County Council unanimously passed the legislation on July 15, 2025, reinforcing our shared commitment to supporting those hit hardest by federal budget cuts. Their swift action sends a clear message: Montgomery County stands with its workforce.

We also want to acknowledge our very own Anthony Featherstone, Executive Director of WorkSource Montgomery, for attending the signing and continuing to advocate for smart, people-first workforce solutions.
